On a gray February afternoon I took a short drive to the north side of town to learn more about Horizons Residential Care Center, a facility for children and adults with intellectual and developmental disabilities. A close friend has been on the Horizons Board of Directors since 2018 so I had certainly heard of it and thought I understood the good work being done there.
